- “A Committee must follow the same decision making processes as the Board, as outlined in our Bylaws. Specifically, consensus-building will be the primary and preferred method for making all decisions before the Committee.”

2026 Operating Guidelines
- All decision-making is to be as collaborative as it can be, with the goal of using conflict resolution to achieve a "win-win", or a "no lose," situation as often as possible.
- FestComm makes decisions as an entity as infrequently as possible. All decisions should be made as close to the ground-level as they can be, and only escalated in the event of a disagreement.
- Changes made by one core which affect the operations of another core's must be ratified by a consensus of both Core Leads and the Cluster Lead
- Changes made by one core, which affect the operations of a core in a different cluster must be ratified by a consensus of both affected Cluster Leads and an Event Lead
- FestComm meetings will be used to discuss some of the issues which remain ambiguous or require other information and perspective, and to provide updates about ongoing critical tasks.
- All members of the Committee are expected to follow the Participant Code of Conduct when conducting business within the group.

“A Committee has broad autonomy within the domain of its Mission, however certain decisions require the approval or action of the Board of Directors. Activities requiring approval of the Board are:
- Approval of a budget, or financial expenditures in absence of a budget.
- Entering into or changing a legally-binding agreement with an outside party.
- Establishment of organization-wide policies.
- Official representation of an individual, action or event as part of Firefly Arts Collective’s business.
- Any other action that would normally require a formal confirmation vote of the Board as per our Bylaws.
- A Committee with significant financial expenditures is expected to establish a budget on a yearly basis for approval by the Board.”
